My problem is many old laws are not being enforced. I have been brewing beer "illegally" here in the great state of utah for years. Yes it's exciting in concept that Mormon Utah is tossing home brewers a bone by "letting us brew legally". There was zero enforcement and for good reason. Prohibition does not work. Hell, the war on illegal drugs is costly and ineffective. legalizing some of these drugs and taxing the shit out of them and making some money.
Putting a silo or bucket out on your own land to collect rainfall would be very difficult to enforce and would be a waste of taxpayers money and time.
I guess I am just saying you could have collected rainfall safely "illegally" on your property without hassle before this law rolled out.
