The program I'm using is PS-CS but I'm pretty sure it can be produced in other programs.
You don't have to follow these directions exactly so mess around with it!
Open up your image and crop and resize.
Duplicate your base icon and set it to screen 100%.
Duplicate your base and bring it to the top and set to soft light 100%
Go to Layer> New Adjustment Layer>Hue/ Saturation
and put saturation: +6
(mess around with this)
Copy and paste this gray layer and set it to Color Burn 100%
Copy and paste this light blue layer and set it to Color Burn 100%
Now I know everybody hates Color Balances but just do it and get yourself a candy bar afterwards. lol!
Go to Layers>New Adjustment Layer>Color Balance:
Midtones: -51, 0, 0
Highlights: +10, 0, -16
*Remember to check Preserve Luminosity
Go to Layers>New Adjustment Layers> Brightness/Contrast:
Brightness: -5
Contrast: +6
Now this wasn't really necessary for my icon but I just felt like doing it!
Copy and paste this dark blue layer and set it to Exclusion 32%
And Voila! From this:

Your finished icon won't be this exact coloring 'cos it all depends on your base so any questions?
