Both actually... well I think.

The potion was annoying, but you can't really blame the people who fell in love. It wasn't truly their fault.
The people whining about having no valentine before the potion fiasco, that was annoying.
Valentine's day is nothing but a money-making holiday, so I don't see why you would need a date more on that day than any other day...

Blame the twins for the potion.

But the holiday isn't so bad. Depends on what you do with it. Could say the same for Christmas and Easter if you think about it that way.

Hell, even St. Patricks Day is big on people buying green beer and green shirts and shamrocks. You can get drunk any day though.

Holidays are holidays.
