1) If a character dies in game, the character will be brought back to life. (If you're familiar with Silent Hill, this is similar to the then-popular theory regarding SH1 that Harry is stuck in an "endless loop" in the town and that Dahlia continues to revive him and place him back in the cafe. If not, ignore that. XD) The player will have two choices when this happens. They can either have their character remember dying and be confused as to why they're now fine, OR they can have their character have no idea that they were killed and no memory of their death (like Maria in SH2).
2) For a character dead in their world, they can still be brought to Silent Hill, but it would be more a purgatory for them than a "spooky jam jar". The Order will tell dead characters that they saved them from going to Hell, and that if they help to bring about the coming of god they will be sent to Paradise.
I hope that answers your questions, feel free to ask for clarification. :D
I'm familiar with Silent Hill, not so much with all the theories. It's good to have some idea of how such things are handled before going into a game. Thank you.
If a character has a weapon on them, will that be brought with them or no? For instance, a weapon that can be summoned once and then must be carried once inside Silent Hill, or a gun, or a sword.
Since November isn't really that far away and we're not entirely unreasonable, it would be fine for you to apply now.
I had another question regarding Toph, actually - I don't know too much about Avatar, but someone phrased it to me that she uses it to "see"? I told them that any powers that are instrumental to a character in that taking them away would somehow disable them are allowed to be kept. The reason for taking away powers is to put people on a level playing field. Maybe she should keep some powers, but not all? We're mostly putting that sort of thing up to player discretion for now.
My potential character is humanoid, but undead. As in he's essentially a zombie. Good or bad per the rules?
Also, his "power" consists of super science and basically being really good at making stuff that can kill you. Again, is this fine? Link for character reference.
What we're saying with powers is, if it's magical, it's out. Basically, we really want to lean away from things that aren't possible in this world unless it's the town or Order that's doing it.
If I wanted to play one of the Silent Hill protags, does s/he have to be from before their game? Say if I wanted to app James while he was still looking for his wife would he go from Silent Hill to.... Silent Hill? Or if I wanted to app Harry would he have to be post 3 since we might get a Heather?
You can take a Silent Hill protag from any time in their canon. Pre-game, post-game (any ending, as long as it's a serious one), sometime during the game. Anything works! Harry can be taken from just after SH1 if you'd prefer - he wouldn't recognize Heather, but she would certainly recognize him, just like characters can be taken from any point in any other canon. (It would be tough to require characters like Harry and Travis to be taken from later in the series just because of Heather and Alex, since we know basically nothing about what they've done in those past years between games.)
Sorry for the long convoluted answer. XD If you need clarification I can do that.

What happens if a character dies in game or if a character is dead in their world?
