.... Simply put, how Naoto ranks the people she knows. So you'll be able to see who's in her very close friends group, who she sees as siblings, who she tolerates, who she'd shank on sight-- yeah. This doesn't include everyone she's met, just those she more or less associates with on a weekly basis.
