I think everyone is hoping for something much better than can reasonably be expected. I believe option 1 is so bad because every terrorist organisation can send trainees to an Iraq civil war and real experience. The bad ones die and the good ones get better. This gives the terrorist organisations skilled operatives to pursue their objectives in other parts of the world. It also gives leaders of the 2 main Islamic factions something to rail against. Not that they don't have that now, but maybe this solution can offer some breathing space in which discussions and hopefully concessions can be made. I was going to say that it must be making Israel very nervous, but I am not so sure of this. I suspect that they are quite happy for their neighbours to fight.
