I can't for the life of me find what it stood for (in a five minute search, after which I usually give up), but back in the Glen Clark days, there was an office called CPCS, which controlled most of the communications done by the cabinet. Columnists covering BC politics usually refered to it as "Cupcakes". Of course that outs me as having political science leanings, but it was my major in university, but that's sometimes I what I think of when I hear the word 'cupcakes'.
