We live on the ground floor of our appartment building. The two levels above us have railed patios they can go out onto. We have sort of a patio area, but no railing, basically it's just a cement slab before the grass starts. The neighbors above us like to smoke out on the patio, and at least one neighbor above us then just drops the cigarette

Way to go on talking to the neighbors! Also, glad the sinus infection is doing better, those can really get you down. Carla
