Yes, but you would be smart (or OCD?) enough to test it ahead of time and compensate for it.

Obsessive compulsive disorder wouldn't really have anything to do with testing it ahead of time.

If anything, it would mean that you would never finish testing it, because in your mind it would never be quite perfect enough and thus you would never get around to using it.

Well, if one was the person who built it in the first place, yes. But were it a tool one had purchased or been given, one would test it before use (likely a few dozen times) and be sure of its capabilities and function.
