Actually, the *original* intent of those signs was to make sure that, if the car is really messed up in an accident, rescue workers know to look for a baby in the mess. (The exact same reason why Maine Coon Manor has a "In case of fire, please rescue cats" sign.)
But the more obvious idea that it's somehow supposed to make other drivers more careful seems to occur to 95% of the people who see the signs.
And I should point out that the original ones were all on suction cups, so the driver would explicitly only put it up when there really was a baby on board. But far too many people just left them in the window all the time, defeating the original purpose.
