Oxford: When we had a "layover" here before we could get the house keys, we stayed at the "Oxford Inn". Sounds like they may be part of the same chain. Next door to Marie Calendars, breakfast was great, horses douevers were dinner, no WiFi but there were free computers to use off the lobby. Room was small, but it was one of the best places we've stayed.
No AC? Frack! There is a monsoon somewhere in Mexico or the gulf or somewhere. The front ends of it have wandered up here. No rain, but 98 degrees and muggy. HOT!
We have "cooling centers" - places where you can spend some time if your home's AC isn't working. One of them is the Senior Center. Does Sacto have the same sort of thing? Might be best for you guys to hang there during the peak heat.
So glad the charges were dropped. That should relieve some of the stress from your shoulders. Congrats for hangin' in there and fighting the good fight!
