Devil Dogs, Louisville, and Bourbon

Tuesday while walking Bella l noticed a german shepherd walking off leash w/no collar in the middle of the street.  In the mouth of said dog I noticed a floppy little white ball of fluff.  It took about 3 seconds for it to register in my brain but that white fluff was actually a small dog, possibly a toy poodle or bichon.  The small dog was dead.
