I heard they give you hormone pills of guys stuff...but that would make your voice lower...but I think thats how you can grow a penis, and probably a couple of surgery's...Haven't you people seen that one show on MTV where they get a makeover on what celeb they wanted to look like? None of that will actually make you grow a penis.
They give you hormones to make you as masculine as possible first, but then they have to construct a penis out of other tissue, in some cases they amputate a finger, in other cases they graft muscle tissue from your arm or thigh.

The hard part (pun definitely intended!) is connecting the blood vessels and evertything so that it can perform like a normal penis in sexual situations. They basically would have to use rings and pumps to be able to have sex, though--technology hasn't gotten that advanced in that field yet.
