Ivan Basso (Italian, Team CSC, just won the Tour of Italy) and Jan Ullrich (German, T-Mobile Team) are the two biggies that everyone's putting their money on.
Then there are the longer-but-still-entirely-likely-shots:
Floyd Landis (American, rides for Team Phonak, has won three week-long stage races this year, used to ride with Lance)
Levi Leipheimer (American, rides for Team Gerolsteiner, has not been competing all season like Landis, but just won a very prestigious week-long stage race, looks like he's riding very well)
Alejandro Valverde (Spanish, rides for Team Illes-Baleares, is very young - 26? - but is insanely talented at climbing and sprinting, only man to beat Lance in the mountains last year)
Alexandre Vinokourov (Khazakhstani, rides for Astana-Wurth, total wild card, more aggressive than any other rider in the peloton, but prone to occasional bad days)
Cadel Evans (my personal favorite, Australian, rides for Davitamon-Lotto, has won a week long stage race this season ( ... )
