And who would be qualified to set one up? Anyone can come and claim the role of the judge, and then things will only result in chaos.

There are currently two Prosecutors, potentially one Defence Attorney* and a Detective in Purgatorium, and while a judge is required, the experience required in minimal...Trust me.

An interesting thought. I still have my doubts, though. Anything run by people has the tendency to become biased and others will come to hate it. It was the same when the companies were in power.

True, but that will always be the case for an organization with power.
Those involved in a court of law should only be motivated by one thing, finding the truth.

The recent introduction* of a Jury into American court was done so in order to prevent biased trials.
