[Joker is sitting on a barrel in the docks district, dressed in the fedora and duster. Beneath the duster he is shirtless, but he's wearing a scarf. And sunglasses. Silly outfits are a must.
Why sunglasses? So he can peer over them meaningfully. No other reason]

Lovely evening, isn't it? I was going for a walk earlier and a baby bird stumbled into my path. So I clipped its wings.
[He swings the NV towards the docks. Harley Quinn is seated in a crane. At the end of the jib is Carrie, held up by multiple cables, hanging over a large barrel of something evil looking. One arm seems limp.
Joker rubs his chin thoughtfully.]
But, now, whatever shall I do with her?
[He prances over to the barrel and looks up at Carrie, then looks back down at the NV.]

This burg sure has been a bastion of misery since the riots. I think we could all use a little bit of cheer. So let's hear some jokes, Siren's Port. Make me laugh and I'll let her go.
