It is, yes, although there are varying degrees - more like strengths - that come with it. Certain telepaths can only glance thoughts, others can see your memories also and there are some that can communicate with non-telepaths via telepathy, although much of that comes from developing the ability.

The way to help gain control of you ability would be to practise with it - it would help you to know when something may accidentally happen but also to use it on your own will.

As difficult as it may sound you need to try to calm yourself; you can't hope to progress without it. When you find what calms you hold onto it for any future times.
