I don't think they've ever actually seen it happen. And we'd have to find the right Heartless first. But I guess it makes sense.

Yeah. The Heartless started showing up after he did. And that's how Nobodies are made-from people with strong hearts. It wouldn't have been Xemnas; he can control Nobodies, but he can't make them.
