I agree that it's much more likely that Mycroft's in on this than not. I am not at all sure that his "screw-ups" were that at all, because screwing up just isn't his thing. Your theory makes a whole lot of sense, and the body landing at a different angle than the fall itself might be "the clue" Moff's talking about, as might the oddly knocked-out nature of John's fall. I need to go back and watch this again, but I don't expect to find much, if anything, that disagrees with what you've got here.
I did get the impression, from the article I posted earlier, that the "GOTCHA" was not "Oh hey, he's still alive" but the fact that there will be a third series. Could be wrong--on the way out the door so no time to check.
