Heh, I've definitely seen #1 in action on MUSHes, and I've ended up leaving more than once because they just couldn't exclude the person no one liked who was a troll. *sighs* Never a pretty thing. Life's too short to waste it on jerks. (I'm sure there are people who feel that way about me, but eh. To each his own, yeah? :) )
