Someone asked me about a certain icon earlier... and I decided to try my hand with making a tutorial, just to see how badly I'd fail at it. =D Anyway, the person uses PSP, while I use PS7, so I had to change some of the steps (only Photoshop has selective coloring).
The icon in question was this one:
...so I tried to recreate it, and came up with this:
1) I used this base here:
...and duplicated it twice, and set both to 'screen' 100%.
2) Created a new fill layer: #B1E9FA
and set that to 'colorburn' 100%
3) Add another new fill layer: #DAE0E5
and set that to 'colorburn' 100%
4) Add another new fill layer: #050027
...and set that to 'exclusion' 60%
5) Add another new fill layer: #053A14
...and set that to 'exclusion' 70%
6) Take the base, and take it to the top (on top of all the previous layers), and set it at 'softlight' 100%
7) Take this brush/texture, from

... and set that to 'screen' 100%
8) Add a new adjustment layer->color balance, with these settings:
Midtones: -40, -5, -10
Shadows: -10, -10, -15
Highlights: -60
9) Add a new adjustment layer->hue/saturation, and up the saturation to +35.
10) Add a new adjustment later->curves, with these settings:
RGB
First point: Input 126, Output 146
Second point: Input 193, Output 213
11) Add one last new fill layer: #F4E9DB
... and set that to 'lighten' 24%.
And... that's pretty much it. You can also add text and the like if you do so choose (I used Castellar in 9pt font for my icon).
