All inner-city building is upwards, because horizantal expansion is so expensive. However, outside of the CBD prices decrease, that's why the suburbs are so spread out horizantally, we don't necessarly need to build upwards, like Japan, because we have so much more space in compariosn. However, this may change in the near future due to immigration and crude birth rates.
