Not always. Sometimes people get away with doing things, and there's been trouble here and there because of it. I guess the cuffs didn't take it as big enough of a threat if he most took it out on the room.

No, they don't! Even Kadaj isn't that bad. If I don't go out of my way to annoy him he doesn't pay me much mind, so it all works out.
