Two Nina Dobrev tutorials, as requested by biggestparafan. These are from my post here.

#one.

one. image is crazy dark, so I always start with curves
curves: RGB; 93, 147

two. time to colour!
selective color:
reds; -19, +33, +53, 0
yellows; -13, +9, +50, 0

three. still too dark
curves: RGB; 105, 134

four. too red
channel mixer:
red; +100, 0, -10

five. a bit dull. I make my own blur textures by dotting #90908f, and using the smudge tool to smear, but I used:

, screen 100%

six. washed out.
hide previous layer. select all, edit > copy merged.
Paste in a new layer, soft light 100%. (bring back previous layer)

Done!

This is not a perfect tutorial because I didn't keep the original image, so it won't translate between the first image and the final image perfectly. But I encourage you to use your own image anyway.

This tutorial uses similar colouring as described above, with subtle differences. Those steps will not be repeated in this tutorial, attempt them yourself when indicated.

one. cut around the edges. there are many cutting tutorials out there for step by step basics, but I suggest making a new base layer of #ffffff or a colour from the original image to form the background, and cutting at an enlargement of about 800%. Makes for cleaner cutting.

two. use the colouring described above, with brighter curves layers and a stronger channel mixer.

three. your base should be fairly bright, with a blue background.

four. looks a bit of a mess, doesn't it? I cut off most of her body using a pt. 23 fuzzy paintbrush (same colour as the background blue), at an angle, so that the top of her shoulder melted into the background. I also moved her head up a little so that she was more centred.

five. text!
I used Pea Noodle Parlour, in #ffffff, size 24, and layered it under the texture. This text is rotated. I always use a separate image for rotating because to rotate the program ads canvas, which when deleted can add yucky lines.

So, without putting text in yet, I copy merged, (select all, edit > copy merged) and pasted into a new image.

Rotate (image > rotate canvas > arbitrary > 13°CCW). Place the text on what is now her faded but horizontal torso. Rotate back 13°CW. Click and drag the text layer from this new image into the next. (Photoshop allows you to move layers between images.)

Place/colour the text so that it blends well into the background, and done.
