You're right. Hmmm. Do you think the designers are trying to imply that you're watching the events you're influencing w/the controller as though they are being filmed elsewhere, so as to grant the proceedings an air of hyperreal SRS BZNSness, like "this race is important because it's televised"?! ARGH MY MIND IS EXPLODING

Well actually, they probably just took some reference photos during development and adhered to them a little too literally.

I don't know what exactly the intentions were. This screen is from a replay view: it would be impossible to actually control a racing game from this camera angle, and it's very common for pre-release screenshots of racing games to show replays rather than actual gameplay because they look more dramatic and they show off the graphic engine better. So I guess they want to replicate the experience of watching a race on tv for people watching their own races?

I tend to like the effect when it shows up on the fringes of artificial lights, like in night shots. But I hate it when it shows up like the modeled CA does in this screenshot, with edges of buildings, tree branches, etc. against sky. Because a lot of times when it shows up, I'm composing my image around the contrast and sharp division of those elements, and CA makes it look weak and indistinct.

I read a bunch of impressions of it- the main complaint seems to be that it's really linear, not so much because of a sacrifice for the graphics but because the devs wanted to give it an intense action-movie feel, like Advent Children. Which is not what I look for in a Final Fantasy game...but I'll still buy it, play it day 1, and finish it since it's Final Fantasy and that's what I do with that series. I end up enjoying even the relatively bad FF games.
