I don't understand why the parties in power put this system into place - it doesn't benefit them, it benefits the little guys.
All things considered, I think someone spun this one for the conservatives. The grand master schemers looked at the last election result and said: "What the fuck? How come we didn't get a majority government? How come more of those votes don't count?"
They've (the conservatives) come to the realization that more and more metropolitan areas are going to become liberal and NDP strongholds. Hell, I remember voting in Ed Broadbent's old riding and thinking "Wow, it doesn't really matter who I vote for, does it?". It didn't matter too much, since the Greens didn't get enough to up their campaign financing, the liberals and PC's didn't make much of a mark, and the NDP candidate got in real easy.
This kind of system kind of reminds me of what happens up north. However, the system they have up north is really cool, but wouldn't work in the shark infested waters down here.

I can't remember which level it's at, though... I think their "provincial" elections are run in this strange fashion.
