Why the first bus isn't necessarily the fastest bus

Walk to Scott, get on 18. It stops near Preston because it is running early. The 16 passes it. The 16 picks up all passengers ahead of it, meaning my bus can run faster. Which means it needs to stop again at Kent to get back on schedule.

Sometimes I arrive earlier at work when I leave later. And I'm riding a subway. There's no passing, no express. Makes no sense.
