Perhaps your mother should write him a letter filled with examples of his odd behavior...she should keep a log of the weird and "off" things he is doing and things he may be doing that are endangering her and himself ( ie driving while zoned out)
I believe if he is approached with an overwhelming amount of evidence that he can't dispute ( given to him when he's in a semi normal state of mind at the time) perhaps it will be a wakeup call that he needs to get some kinda professional help.
I know seeing these kind of struggles can be hard. I never realized how much struggling my parents did when I was a little kid. Nowadays I look back on it and see just how much they have come through.
While I can't relate to any great extent, it's always hard seeing loved-ones struggle. I'm here to listen and do what I can for you. Always and forever. Even if it means getting less sleep than I do now ;-)
