I have these persistent dreams. They're not pleasant. I don't believe in divination. But I do think that something terribly wrong is going to happen. I just have no idea what.

I would say something minor to begin with, maybe something to surpress the mudloving crap that The Prophet keeps churning out.

I agree with Rookwood. We start small. Control the press. People believe what they read. We need to hire one of our own into the Prophet. For example, everyone knows Skeeter's articles are worth a pile of crap, but they still read it anyway.

See whether we can pass a law requiring wizards to register their blood status. This doesn't seem that harmful at first, but we can escalate from there. Highlight the differences between Mudbloods and proper wizarding society. Make it us versus them.

And then, slip in references of our Lord somewhere, in relation to cleaning the wizarding world. There are people not in our cause who already believe that. All we do is tip the scale.
