Why aren't you allowed to order paperclips, sticky notes, highlighters, folders, and especially pens or pencils?

We can't order paperclips because we already have paperclips. Since paperclips are indestructible, never leave the building, and are recycled with 100% efficiency, our organization will never need to purchase paper clips ever again.

We can't order sticky notes because the boss doesn't use them, so clearly sticky notes are useless.

Folders are like paperclips.

I don't know why we can't order pens, pencils, or highlighters. When I need a new pen, I wait until someone gets fired and then I go scavenge their stuff.
