I think 'tax cheat' is a bit harsh, especially given that he paid his full penalties and interest and is now completely square with the government.

You should read the official Senate documents on the subject:

Geitner worked for the IMF, which "grosses up" pay (in other words, they pay you enough money to cover you taxes, the you turn around and file self-employment taxes). Because of this unusual benefit, employees like Geitner sign papers saying they understand their tax responsibilities. Then they get documents EVERY QUARTER and again at year end from the IMF explaining their filing obligations.

Geitner owed over $30,000 in back taxes and interest, and that's with the IRS waiving his late filing penalties. The dude is supposed to be a genius, but he couldn't understand what he was supposed to pay, even with quarterly explanations from his employer?

Please.

He paid up when it became an issue to get this job.

A job which happens to include busting the little guy for ... you know. Not paying his taxes.
