Soubi is a fighter, the best really, as far as it's told in Loveless right now. His powers are based on the words and phrases he says. What he says is how the effect happen. Teleport them? Yes
Can Soubi attack them with magic? Yes
Would your character fight back with magic, brute force or something else? Both. He fights with a katana which allows him to manipulate the atmosphere's water at will. He relies more on his ice powers but he'll punch and kick slap someone if he has no other options.
Would you be up for Soubi hurting your character, seriously or otherwise? Yes of course!
Anything else? Nope.
Does Soubi's canon interest in Ritsuka upset you? Not at all~

Can Soubi alter their memories or state of mind?: No - not because I'm not okay with it, but because mental manipulation of any kind would likely not be possible given the state of their mind(s).*
Teleport them? Yes.
Can Soubi attack them with magic?: Yes, though they won't be attacking anyone non-hostile, so I doubt the issue will come up.
Would your character fight back with magic, bruit force or something else?: Force, as well as manipulation of air pressure (done through science that may as well be considered magic).
Would you be up for Soubi hurting your character, seriously or otherwise?: I am open to pretty much anything so long as I'm given a heads up first.
Anything else you think I should know?: *More detailed information on their mind can be found in here, though essentially it comes down to multiple minds being contained within one mindscape at different levels of 'depth' away from the 'surface' (body). Can Soubi alter their memories or state of mind?: If there is some reason for it, I would not be opposed.
Teleport them?: Sure.
Can Soubi attack them with magic?: Yes, but Arthur doesn't trust magic at all (this could change in the future) so he would be instantly on guard whenever he saw Soubi any time after this. Attacking him in itself isn't going to make Arthur feel friendly to him, but I won't forbid it.
Would your character fight back with magic, brute force, or something else?: Arthur doesn't know magic, but he is good at being a brute. He'd retaliate with his sword, or any other weapon he could come up with, even hand-to-hand if necessary. He wouldn't take being attacked lying down, but he would flee if he saw he was at a complete disadvantage.
Would you be up for Soubi hurting your character, seriously or otherwise?: I am not opposed to it.

Can Soubi attack them with magic?: Sure, though they probably wont' have problems unless its under some odd circumstance.
Would your character fight back with magic, bruit force or something else?: Illusions, ninja skills and such. Elemental powers, mainly, and of course physically--he's a ninja after all. But that's usually last resort. He's not strong at all, body-wise.
Would you be up for Soubi hurting your character, seriously or otherwise?: Sure.
Anything else I should know?: Uhhh... 8D IDK.
