Stuff the hairs inside while you're sewing your doll. Or, keep the hair in a small rubber band, and pin it to the doll.

That's what i find most effective.

You should sew the seams with the wrong sides out next time, and turn it inside out when you're through. It looks a lot nicer that way. :)
