Hypothetically, if someone had rapid cellular regeneration and almost instantly recovered from any kind of injury, would they even be able to be sunburned?

Yes, because that is a healing ability, not some sort of prevention. If someone stabbed this hypothetical someone with a knife, they would still be stabbed, it just wouldn't have any lasting effects. Why?

Do you have any other tips? I only remember so much from Phys-Ed... And also, what would all those temperatures be (from the Heat Exhaustion/Stroke description) in Fahrenheit?

Well, if you must go out in the sun I recommend a wide brimmed hat and light clothes that cover your body. Finding some way of keeping the air moving in any given room would also be a good idea as it would cool your sweat and thus help lower your core temperature.

As for the conversion of temperatures: heat exhaustion can set in for some individuals at the mid 80sF but is almost a sure bet at any heat over 113F. It's dangerous for a human to have a temperature above 107F.
