Unless his name was ON the bills he legally has no obligation to pay them. Morally or ethically would be a different story.
Sell that stuff! You are not obligated to store this guys stuff. As far as you know he'll never come back, as you said it has been months. You might as well sell it and re-coup a little of the bills he didn't pay.
The mail... You could throw it away, but that would technically be illegal. I'd probably contact the post office, and see if there is a forwarding address that he's set up. At a minimum, all you have to do is write "RETURN TO SENDER" on each letter or whatever, and hopefully the creditors or whomever will get the point he isn't there anymore. return to sender costs nothing to you.
i don't think you can sell the stuff, because it's not yours. if he doesn't pick it up you can claim it, but you have to send him letters and wait for a while and junk.
if you have a written agreement about him paying the rent, phone, etc. that would go a long way.
