That is probably on advice of his union lawyer.
All things considered, though, he should, by all rights, have his CDL pulled for this. But he will likely try to fight that, since loosing his CDL may make it very hard for him to work.
I am curious as to his hypothesis of how his bus ended up on top of your car, though.

I thought I had full coverage. I am missing the rental car option.
He is now denying he ran over me after he admitted it to the police.
