I sometimes wonder the same thing....like what compells people to stop at a stop sign when it's 1am and there's no one around?

Well, to bring actual facts to the table there are two different schools of laws and law enforcement. There is the "french system" and the "british system." The french system is basically constructed around the idea that laws do not matter so long as there is no one around to be effected by them, and therefore no one able to catch you in the act. The british system runs on the idea that laws are laws and breaking them is a crime whether you get caught or not and it doesn't matter if its 1AM and no one is around to see you do it. America, with the main exception of New Orleans, is built on the british system. So even if no one catches you disobeying the sign ever, it is still technically a crime
