Abilities
Character's Canon Abilities:
Despite not being superhuman like most of the crew, Usopp makes up for it in his intellect and knowledge. His abilities lie in being able to hit pretty much anything with his slingshot, though his marksmanship will never be exactly up to par with that of his father Yasopp, who has been said to be able to shoot the antennae off an ant from 100 feet without harming the rest of its body.
Conditional: If your character has no superhuman canon abilities, what dormant ability will you give them?
Super Speed. Usopp in general is a fast runner, but I don't see him being able to break sound barriers with this ability. It's a power with weaknesses as well, but it would be useful in his sniping talents.

Until Usopp manages to become able to control this ability, he will be smacking into walls and overshooting the distances. He'll also be freaking out every time it happens, which will add to not being able to control it. Though being an inventor like he is he'll probably create something in order to slam on the breaks until he gets the hang of it, like training wheels or something.
Weapons:
Usopp's extensive arsenal of weapons is too long for me to list. Instead, please refer to the One Piece Wikia for more information. His main weapon of choice, however, is a slingshot. Whether it's in the form of a normal slingshot or his giant staff slingshot Kabuto doesn't matter, Usopp can utilize both to great effect.

History/Personality/Plans/etc.
Character History:
Usopp is a boy from Syrup Village in East Blue. A sleepy, quiet town, his father Yasopp left home when he was very young to become a pirate on the crew of Red-Hair Shanks, leaving Usopp alone with his mother Banchina. His childhood was fairly normal, but as a result of his father leaving and his mother's growing illness he began making up lies that the pirates were coming, hoping to encourage his mother to keep her spirits alive. Unfortunately Banchina passed away when Usopp was six, leaving him without a parent for the rest of his childhood.

Though his mother had died, Usopp continued his lying, running through the village each morning with warnings about approaching pirates. Many of the villagers made a show of chasing and throwing things at him but underneath it they were concerned about the boy. When he was twelve he met three other boys from the village - Ninjin, Tamanegi and Piiman - and they became his crew, "the Usopp Pirates". The boys would make up adventures and marvel at each other's skills.

When Usopp was fifteen, he learned that the girl who lived in the mansion at the end of town had lost her parents. Inviting himself onto their property by cutting a square out of the surrounding hedge, he climbed up the tree close to her window and proceeded to introduce himself. At first, the girl threatened to call for help, but after hearing one of his lies she burst out into peals of laughter. This is how he met Kaya.

Three years passed, and Luffy, Nami and Zoro arrived at Syrup Village. Usopp's lie of pirates coming became true, with Kaya's butler Kurahadol being revealed as Captain Kuro of the Kuroneko Pirates. After Luffy defeated Kuro and his crew, Usopp disbanded his 'crew' and left with Luffy and the others after being invited on board. Despite technically being the sniper, Usopp's other jobs included keeping the Going Merry Go - their acquired ship, a gift from Kaya - in shape whenever she suffered disrepair. This made him build up an incredible bond with her, and he even saw her ship's spirit while they were in Skypiea... Please click here for the rest of his canon history.

Point in Canon: manga chapter 513, the moment of being separated from the other crew members by Bartholomew Kuma through use of his Nikyu Nikyu no Mi (Paw Paw Fruit). Trapped by several Pacifistas (giant cyborgs built by the World Government based off of Kuma), Usopp was given the task of taking an injured Zoro and retreating back to the ship. This wasn't possible, seeing as how Kuma appeared in front of them and made Zoro disappear in front of his eyes when the other pushed him away and told him to run. Usopp never made it and was "vanished" himself.

Character Personality:
Usopp is a coward, plain and simple, usually the first to run away from battle by coming up with an excuse. In the beginning, he was easily frightened, extremely anxious and a very compulsive liar, the latter brought on by the fact that he lied in order to keep his mother's spirits up, and kept on lying due to suffering an unbearable loneliness after she passed away. Despite being afraid, however, he is able to push aside his cowardice for the sake of his friends and people he barely knows. He's the more sentimental member of the crew, often crying or losing his temper in a moment of stress, and easily overwhelmed by his opponents.

When the time came to abandon Merry, Usopp snapped, all his insecurities of being the weakest member of the crew and the fear of being abandoned just like the ship he loved so much surging forward in a tidal wave of irrationality. Although not strong in the same sense as the 'Monster Trio' (Luffy, Zoro and Sanji), he had trouble seeing his own strength and qualities until after the debacle at Enies Lobby. The one time his negativity has helped him has been during the fight with Perona in Thriller Bark. When everyone else around him was incapacitated due to her Negative Hollows, he got to his feet and proudly claimed he couldn't be affected by them because he was already negative/depressed.

Perhaps the most notable thing about Usopp is that he has an alter ego, Sogeking. As his alter ego, Usopp was able to fight along side the other members of the crew in Enies Lobby without having to deal with the issue of his fight with Luffy. He felt guilty for not being able to help them save Robin and stated to Sanji and Franky that he couldn't help them because of this reason, but a second later returned to them as Sogeking. Although both of them, as well as a majority of the crew aside from Luffy and Chopper, saw through this facade, they let him continue with it. It's later shown that he might have split personality, where during the fight with Perona he argued with his own alter ego in his own head about the situation he was in. Although technically the same person, Sogeking is much, much more confident than Usopp usually is, and comes and goes when the mask is pulled out or put away.
Character Plans:
Reuniting with the crew, possibly getting stronger. Any other plans would depend on what the other members of the One Piece cast have in mind. Being an everyman of many talents, he could get a job in any area.
Appearance/PB:
A lanky, gangly teenager at 5"8' and 17 years old, Usopp is universally known for his long nose, a family trait he inherited from his mother Banchina. With tanned skin and black, curly hair held back with a brown checkered bandanna, Usopp is usually seen in brown overalls and no shirt underneath with a white sash around his waist, a blue and white armband on his left arm, brown boots and a pair of special sniper goggles he purchased in Loguetown before entering the Grand Line. A bag is usually seen slung across one shoulder which holds his entire arsenal.

[It sounds static for a minute before fumbling can be heard, and it sounds almost like the NV has been dropped before it's grabbed again.]

H-how do you even work this thing? 's it like a Tone Dial or something?

O-oi, can anyone hear me?

Third Person Sample
His breath came out in short, heaving gasps, as he pressed his back against the wall, ears listening out for the distinctive sounds of heavy footfalls. Usopp waited until it was quiet before sighing deeply in relief, standing away from the wall and raising a hand to his head, rubbing it with a wary glance out into the streets.

This was nothing like Sabaody Archipelago. There were no giant trees or floating bubbles, no people by the looks of it either. Then again, the sniper really couldn't tell due to the dark of the sky, the moon hanging lowly in its waning crescent that made it look like a Cheshire smile. Wherever that Kuma guy had sent him wasn't pleasant, not that he was expecting any better from a Shichibukai.

He pursed his lips together at the thought of Kuma, and the job Luffy had given him that he'd failed at. He'd been told to take Zoro and run. Running was one of the things he did best, but even he hadn't had enough leg power to outrun a monster like Kuma. In the end, he'd seen Zoro be vanished right in front of him. He'd been helpless to do anything to help his crew mate, and Zoro was still recovering from Oz and Gecko Moria.

He had no idea where the others were, if they were even here in this city Kuma had sent him to. Reaching into his pocket, he scrabbled with trembling fingers for the piece of Vivre card Rayleigh had given each of them, placing it flat in the palm of his hand. It didn't budge an inch, which made Usopp's worried expression deepen. How was he going to find the others if the Vivre card didn't work and he was in a city full of freaking monsters?!

He wondered if he'd be able to play dead until day break...
