It's Starblade from Red Planet.
In the Throttle and Stoker cell, Stoker doesn't look old. He actually looks like a young Mouse. And his smile is playful. Throttle looks happy, too.
In the Modo and Stoker cell, Stoker does look older. Modo sure seems happy to see him, at any rate --he lifts Stoker up off the ground.
I noticed in the paper art that the art extends beyond the cel line. This is especially true in the Throttle and Stoker cell. Their legs go past the line on the cell where their legs end. The paint on the cell extends a little beyond this line, as well. The line is the bottom of the cell and is as far down as the screen goes. That's how they keep the animation from going past the tv screen.
I came up with this idea on Red Planet, and I still think it might be fun: Create your own backgrounds and put the cells against them.

Hi there. I just wanted to point out that the BMFM character that you have labelled as "Stilger" is actually named "Stilton". You have a wonderful collection of stuff for sale. There are so many more Biker Mice cels that I want! Too bad my wallet doesn't agree. :(
