The suburbanization of America is what created these clusters of homogeneity. At the beginning of the 20th century, people of all classes lived together in cities like NYC. Those who were poor could see how the rich lived and acted and both the rich and poor were vested in their neighborhoods. Suburbia and "white flight" helped create a segregated society.
Of course kids who get bused don't have the same level achievement as those who already live in the school district - they're spending hours on a bus instead of having the time to study! Have you ever tried to read on one of those bumpy buses? I got headaches when I tried.
School funding needs to be radically changed. The public funds should go into a common pool instead of being further segregated by district. Lets give kids in all neighborhoods a chance.

I know that when I say desegregation needs to happen it's because I, personally, don't like living in the non-diverse suburbs. I'm not sure what should happen.
