Regarding friendship between a man and a woman, if your friend falls under the subset of your criterion of a prospective partner, then at one point of time or another, you might bump into the idea of considering her as a prospective partner.
I had broadly classified the reasons as to why I cannot/could not consider my close male friends as a prospective partner as :

2) Some though I am attracted, I know things wont work out and I am too scared to break a good friendship by revealing my feelings, So I continue as a good friend.
3) Some others, I myself think I am not worthy of them,
4) fourth category being the ones who are already taken, married, committed etc and I dont stand a chance.
