That's not a manatee. That's either a dugong or a seal. Judging from the shape of the face, and the fact that no one knows what the hell a dugong is, it's probably a seal.

It is a manatee. You can tell be the size of the fin, the dugong is smaller is size of a manatee.

Manatees have round tails, like paddles. Dugongs have forked tails like whales or dolphins; that's how you tell them apart.

The costume has a forked tail, which is why I say it's not a manatee.

The costume has a forked legs because it is easier to move around in the webcam motion. He needed room for his feet.
