Raven has had to keep her mutation a secret for her entire life, but she was always discontent with having to hide her true self so completely. She wants nothing more to be accepted completely as herself, without having to hide. It frustrated her to have to be so careful about her appearance.
She's very curious about the world, despite having to hide her true self from it. Raven has a strong desire to experience and enjoy everything she possibly can in life. This was difficult while having to be so careful about her appearance, but she tried despite that.
She usually leaves the decisions to those few people she absolutely trusts. Raven's very used to (and generally quite content) following Charles' lead, or the lead of someone Charles has decided to trust. She knows his mutation means he can tell who can or cannot be trusted.
It wasn't until Charles was approached by Moira, and when she and Charles started to meet other mutants that Raven began to realize that her dreams of being accepted were possible. With the mutants she was able to relax and not worry about slipping up and accidentally revealing her powers. She was, finally, able to feel as though she weren't a complete outcast.
However, Raven still felt the need to appear normal. Despite Hank having his mutated feet, he still looked mostly normal, as did the rest of them, and so she maintained her blonde appearance. She did feel confident enough to let them know about her abilities and used them around the group. When Hank told her of the possibility of finally appearing normal without her concentration being split to do so, she was eager to help. At first it seemed as though it was her dream come true. Having a completely normal appearance while still maintaining her abilities had always seemed beyond her farthest dreams.
But her time with her fellow mutants (both the attack on the CIA base where she saw what Shaw and his men were willing to do to mutants to get their way and training with the mutants who remained after the attack) only allowed her time to realize that she shouldn't have to hide herself in the shadows. Therefore, when Hank finally came to her with the serum that would (he thought) make their dreams come true by "fixing" them, she turned him down. He stung her with a statement about how her blue skin would never be considered beautiful, which only hurt as much as it did because of her crush on him.
After this, instead of running to Charles as she would have even a few days prior, she ran to Erik. This was probably the first time since she'd met Charles that she hadn't immediately gone to him for consolation when she was upset. Ever since she had met Erik he had only had the most wonderful things to say to her about her true form, and it filled her need to be accepted exactly as she was without hiding.
Powers, Skills, and Abilities: Raven's genetic mutation enables her transform herself into any humanoid form. This enables her to keep herself looking normal, and to assume other people's identities when needed. She can mimic voices as well.

[Raven clears her throat quietly.]
Hello? I'm not supposed to be here. Is anyone out there?
[She falls silent. Shaw wouldn't have taken only her. The feed stays silent for a few seconds as she ducks into an empty room to attempt to shift into a form Shaw doesn't know, just in case, and there is a quiet gasp.]
I'm going to miss Cu- something really important, and...Something's wrong.
[There are several footsteps, and then the sound of a door opening.]
If I'm being held somewhere, my- [Would Charles come look for her after their fight? She assumed so, but maybe not.] Someone will find me. I demand to know what's happening here.
Third Person:
Raven paced the hallway and glared at a pair of agents who had stopped to stare at her. She hadn't wanted to be left behind while Charles and Erik went to physically find the mutants that Hank's magical mind-reading range-extending machine had revealed to them.
She could recruit mutants. They were probably just going up to them and pulling them off somewhere quiet and showing off their powers. She could do that too! It was unfair for her to be at this secret CIA location alone with a few dozen humans and Hank.
Not that Hank's company was unpleasant. She enjoyed spending time with the young scientist. His enthusiasm reminded her of Charles at times, without the telepathic abilities and definitely lacking the massive ego. It was nearly refreshing.
Raven was sure that she would find it far more refreshing if Hank was willing to accept himself as he was. While she could certainly understand wanting to be completely normal, or at least wanting to look completely normal without having to worry about slipping up or being found out, she found herself conflicted.
Remarkably conflicted.
She had turned over a blood sample without hesitation, that had been no problem. Hank needed it for his work. She did want him to succeed, if it would make him happy. He promised that he would only find a way to change appearances, but how could he be certain?
What if something went wrong and the serum took away their abilities as well?
And should they even have to use the serum if it was successful? She was finally beginning to believe that they should never have to hide their true selves. Erik had been saying that. She had slowly come to resent hiding, and though she knew it was probably safer, she was tired of it all.
…She just wanted to feel as though she belonged somewhere while she was actually wearing her own skin.
