We know of Riqis, Konan, Matt... No others, but there must be others. We cannot watch everyone in the city at once. We cannot hope to clandestinely hold those three without notice. And in the meantime... People are being hurt.

If people are being hurt, then I think we have ever right to hold them. And for their good as well as anyone else's, 'cause the city is going to be out for blood soon the more people get hurt. Aaron's boyfriend wants to rip Matt apart, and I'm sure there's more than a few folks that are ready to go to war over what happened to Roxas. Could we say it's protective custody or something?
