Assuming his weaponry is also offline, no. However, unless he's been reduced to the same size as myself he's considerably large, and fully capable of mass destruction without the aide of firearms.

He's the second-in-command for the Decepticons. Despite numerous clashes with our faction, he's still alive after millions of years of war. Consider him extremely capable.

The root of his strength lies in his wit, though. He may be capable of turning certain people aboard to his own causes.
