Phill Gramm's speech about whinners is somewhat correct. A recession does actually have concrete features that make it so. We have not satisfied them yet.
Morale is certainly important, and perhaps even necessary. But it is not sufficient. You can't pay rent with morale.
Actually, in some ways, I do agree with the sentiment that we are a nation of whiners. Everyone in this country seems to act as though they are entitled. And gas prices: all that's happened is that we're finally paying as much as the Europeans and Japanese have been paying for decades. It's not that gas is expensive so much as that it's no longer cheap. And as hard as things have gotten, this country really doesn't know the meaning of the word "poverty" when you compare it to a worldwide scale.
At the same time, things have been getting worse in a very material way. To say it's all in our heads seems absurd. Morale is important. But to say that "the only thing to fear is fear itself," while catchy, is not really accurate.

I believe we currently have low morale.
