First the title explanation, then the updates. ILEC stands for Incumbent Local Exchange Carrier, and it's the term Verizon used to refer to the actual phone provider. For a while, Verizon and the ILEC were a single creature, living happily together. Then came the FCC and smote them apart and Verizon became the CLEC, or Competitive Local Exchange
