We could really use a campaign that encourages women to testify against their abusers. Victim refusal to testify is the leading cause of the terrible conviction rates for DV offenses.

I agree, but we need to be able to provide for those women, first, who too often have no means to be independent of the abuser. Given the existence of proper shelters, victim counseling, et cetera, using those as the means to encourage testifying against them would be the best approach. Unfortunately, there really aren't enough of either available and so these women usually end up right back with their abusers.

Concur. Not sure how to get the funding for that- money is tight all around right now, and stress is high. Bad environment for DV.
