I think he actually makes a great point. Except you can't blame the residents who lose property and possibly health/lives. You blame the developers and politicians and so on for not listening when the geologist stands up and says "Um guys, the first time it rains hard everything built on this mountain is going to slide right off." Or when the coastal restoration people are like, "Yeah, we're losing three inches of coast every year, you might not want to build your house six inches away from the shore
