There are plenty of places to sit in the library; chairs and the like.
This one, however, is not someone who tends to use such things. Perhaps it's just something that has followed Leo from his life in the orphanage where there were no seats in that tiny library and thus the floor was the only option. Of course, he could have gone elsewhere and sat down but... he liked really surrounding himself with books. And the library was the only really quiet spot among all the loud brats.
Thus, he has gotten used to sitting on the floor, so much that he even finds that much more comfortable than a chair or a bed. He will always be curled up on the floor when reading. So he is now, his back against the side of a bookshelf some distance away from the entrance, far enough to be remotely alone, and a book resting on his thighs.
Bother him?
He might not appreciate that so much, but go ahead.
